CA and other green groups had petitioned at Legco on the day of announcement of Policy Address
The Chief Executive (CE) in her 2nd Policy Address has announced “Lantau Tomorrow” by increasing the scale of East Lantau artificial island to 1,700 hectares. Putting aside its adverse impact on ecology or reserve, Taskforce on Land Supply has categorically promised to listen to public views during “Big Land Debate on Land”, such as preparing questionnaire (“dim sum order form”) to tick land options to solve land deficit of 1,200 hectares. Given the time constraint, however, The CE had already confirmed the choice of East Lantau artificial island, also an extra-large one.
While the final report of “Big Land Debate” has not been finished, the 1,700-hectare reclamation project was promoted during Policy Address. How can such actions be regarded as a respect of public view and the work of Taskforce on Land Supply? Although 1,000-hectare East Lantau Metropolis plan was included as one of the options in “Big Land Debate”, the scale was completely different from that of “Lantau Tomorrow”. Even taking a step backward that some public views supported reclamation in East Lantau Metropolis, it cannot imply any support to “Lantau Tomorrow”.
From promoting to pushing down this “Big Land Debate”, our CE has continued to rule in a top-down approach. This is no good to either environmental conservation or other public affairs policy.
